Dr Karlis Ulmanis who was the last president before the Soviet invasion said the white on the flag stands for "right and truth" and the red is "to remind us of the blood that has been shed in the past." The Latvian flag is one of the oldest flags in the world and is dated back to a military unit in 1279.
